Refers to a university with “highest research activity” (as compared to universities with higher and moderate research focus.) Based on a classification system that isn’t used much anymore, but the name has stuck. It’s uncommon to hear people refer to an R2 or R3 university, even though these technically refer to “higher” and “moderate” research activity, respectively.
